What changed in WhatsApp Business API pricing

Since October 1, replying to customers through the WhatsApp API has a price once the monthly free allowance runs out. At volume, the bill depends on how many replies each number sends and where your AI comes from.

Since October 1, 2026, Meta has charged for service messages sent through the WhatsApp Business API: the replies a business sends inside the 24-hour window a customer opens 1. Past 1,000 free replies per business phone number each month, each one costs the utility rate, which for US numbers is $0.0034 1. For a support operation running at volume, the bill now depends on how many replies each number sends.

What changed: from free replies to billed replies

Since July 1, 2025, Meta has charged per delivered message rather than per conversation 2. Replies inside the customer service window were free from November 1, 2024 to September 30, 2026 3. Utility templates sent while that window is open, free since July 1, 2025, are billed again since October 1, 2026 4.

The charge covers every free-form reply in the window, whether a person or a chatbot writes it 5, and replies from third-party AI count as service messages too 6. It applies only to the API, usually connected to a CRM, an automation platform or a contact center: messages sent directly from the WhatsApp Business app stay free 7.

What each message costs in the US

Meta bills by the recipient's country calling code, not by where your business is based 2, and US and Canadian numbers share Meta's North America list rates, read from the rate card effective October 1, 2026 8. One US-specific catch changes the table: WhatsApp does not currently deliver marketing templates to US phone numbers 9. Per delivered message, the rates are:

Category Rate per message What changed in October
Marketing $0.0250, not currently delivered to US numbers 10 Nothing
Utility $0.0034 10 Now billed inside the window as well 4
Authentication $0.0034 10 Nothing
Service $0.0034 10 Was free; the first 1,000 per number still are 1

Service messages have no volume discount: tiers apply only to utility and authentication messages 11, and Meta counts those across all the numbers in your business portfolio 12. Whatever your volume, every reply past the free allowance costs the same.

How the bill grows with reply volume

The impact depends almost entirely on how many replies each number sends per month. Every phone number has 1,000 free service messages a month, and only the replies past that line are billed, at the utility rate 13. Below the line the change costs nothing; above it, the bill grows in step with volume, because service messages have no tiers 11.

So the math for one number is short: replies sent in the month, minus the free allowance, times the rate for your customers' country, which is $0.0034 for US numbers 10. Run it for each number you operate.

The free allowance is per phone number, not per company 13, and unused messages don't roll over 14. Concentrating all your support on a single number wastes the allowance you'd get on the others.

Long conversations now drive the bill. Meta counts messages, not conversations 15, so every back-and-forth inside the window adds a billable reply once the allowance runs out.

AI in customer service: Meta's own or a third party's

Meta Business Agent, Meta's own AI for answering on WhatsApp, has been billed per token since August 1, 2026 16. Meta charges one global rate of $2.00 per 1 million tokens, and a message typically consumes 20,000 to 25,000 tokens, which comes to about 4 to 5 US cents per message 17. Replies from people and from third-party AI are still billed as ordinary service messages 6.

On top of Meta's fees, the platform you use to reach the API bills its own plan 18. The choice between Meta's agent and a third-party AI therefore comes down to total cost per conversation, platform included.

What stays free

Messages your customers send you remain free 19, as do the first 1,000 service messages per number each month 20. When a customer messages you from a Click to WhatsApp ad and you reply, Meta opens a free entry point window that, according to its documentation, can remain open for up to 7 days 21. Inside it, Meta Business Agent messages are still charged 22.

That gives Click to WhatsApp ads new weight. Besides the lead, they now bring days of conversation with no messaging fee, which changes the math for anyone comparing this format with other acquisition channels.

Where to start

Before your next invoice, pull three figures from last month for each WhatsApp number: replies sent inside the window, utility templates sent while it was open, and marketing templates sent to customers outside the US. Subtract the 1,000 free replies per number 20, multiply the rest by the rate for each customer's country (the table above covers US numbers) and add it up.

Then look at how support is spread across your numbers, the average number of messages per conversation and where the AI that answers comes from: those are the three places where the bill changes. Meta's official rate cards are on the pricing page of its developer documentation 23.

Frequently asked questions

Does the free monthly allowance cover every message type?

No. It covers only service messages, the replies sent inside the customer service window 20. Templates are billed per delivered message at the rates in the table 10.

Is the allowance per company or per phone number?

Per business phone number 20, and unused messages don't carry over to the next month 14.

Do I have to use Meta Business Agent?

No. Token billing applies only if you choose Meta's own AI agent 16. Replies written by your team, your own chatbot or a third-party AI are charged as ordinary service messages 5 6.

If I use the free WhatsApp Business app, do I have to move to the API?

No. The October 2026 change only affects the API, and messages sent from the app stay free 7. The API makes sense when you need automation, campaigns or several teammates on one number 24.

Is there a volume discount?

Only for utility and authentication messages 11. Service messages cost the same from the first billable reply to the last.
